About the Umatilla County Corrections Facility

The Umatilla County Jail (UCJ) is a state-of-the-art adult correctional facility. In 2024, UCJ processed over 3700 intakes into the facility, and had an average daily population of 175 adults in custody. In addition to ensuring the safety and security of the jail, our professional staff and contracted service providers deliver services such as; 24-hour medical, mental health medications and counseling, addiction treatment services, and other programs. This enables us to maintain a balance between protecting the public and providing an environment that safeguards the life, health, and safety of staff and adults in custody.  Our corrections staff work 12-hour shifts, 24/7/365. That, combined with all of our programs, keeps us very busy.

In December 2024, the Umatilla County Jail was awarded with the Certification of Accreditation from the Oregon State Sheriff’s Association.

Captain Kenny Franks is the jail commander, and is responsible for the managing the Corrections Division. Captain Kenny Franks has dedicated his career to public service and law enforcement in Umatilla County. He began as a Reserve Officer with the Pendleton Police Department from 1995 to 2002. He was a Reserve Officer with the CTUIR Police Department from 2002-2003. During this time, he also was an on-call Corrections Deputy with the Umatilla County Sheriff’s Office and with the Umatilla County Work Release Center.

In 2004, Captain Franks joined the Umatilla County Sheriff’s Office as a Reserve Officer and was reclassified as a Rural Crime Prevention Officer in 2006. He transitioned to a full-time Corrections Deputy in 2007 and was honored as Deputy of the Year in 2013. His leadership and commitment led to his promotion to Sergeant in 2014 and Lieutenant in 2019, where he served as Jail Operations Manager. In 2022, he was promoted to Captain and now serves as the Jail Commander.

Captain Franks and his wife, Lora, have been married for over 30 years and have called Pendleton home for more than three decades. Lora has also been a valued member of the Umatilla County Sheriff’s Office since 2003. Together, they raised two daughters and now enjoy spending time with their two grandchildren.

Outside of work, Captain Franks enjoys golfing, hunting, and spending time outdoors with his family.

The Oregon VINE Service is provided to you in an effort to help keep the public safe and informed.  Do not depend solely on the VINE service for your protection.  If you feel that you may be at risk, take precautions as if the offender has already been released.
