To strengthen Umatilla County families through a 'no wrong door' approach, providing a direct bridge to services that honor family choice and prioritize the health, safety, and well-being of every child and parent.
What is CARE?
The CARE program is a system navigation program founded to assist Umatilla County families with school age children. It acts as a single point of contact, or a "no wrong door" entry point, for families accessing multiple social services.
Our team works directly with parents to identify a child's needs and connect them with community partners for an array of services, including:
- Counseling
- Housing options
- Medical/dental assistance
- Basic needs
- Transportation
Our focus is on prevention and early intervention. By navigating the complexities of service networks for families, CARE ensures timely access to the right support, paving the way for better long-term outcomes.
A Collaborative Effort
The CARE program is a joint effort of Umatilla County, the InterMountain Education Service District, and the following school districts:

- Milton-Freewater
- Pendleton
- Pilot Rock
- Stanfield
- Ukiah
- Umatilla
